Blogger offers it. It's $10 a year and they sell through GoDaddy. My domain is hosted with Blogger.
t can be a bit of a pain if there is a billing problem though because nobody seems to want to take responsibility for anything. Go Daddy says they can't touch the account because it's Blogger. Blogger can't touch the account because its Google Apps and you can only contact Google Apps support by internet link.

You are always better off just buying your domain and forwarding it to your blogger account. You don't need to go through blogger or wordpress. Just go to godaddy, buy your domain, then in your domain account you forward it to your blog. Then you have no worry about an application not working. The domain forwarding always works.
