there is a site called graphics-illustrations.com and the girl that runs the site posts free photoshop brushes and several them are grungy and swirly. another option (a slightly more expensive one) is to purchase brushes from graphicauthority.com ...

I think this is what you are looking for - Photoshop Brushes Swirls. It's not free, but you get the commercial license, meaning, you can use them for commercial projects.
